The GSA is governed by a Council of representatives, as directed by Article V: GSAUCSD Council.

For the 2016-2017 school year, departments with less than 100 students have 2 representatives, departments with 100 to 200 students have 3 representatives, and departments with more than 200 students have 4 representatives. Additionally, each department can assign an alternate who can fill in for a representative from their department in the event of an absence.
Enrollment counts are verified against the Registrar's Third Week Statistics for graduate students when determining the number of representatives each department receives.
If a representative is unable to attend a meeting, he/she can still vote if he/she fills out a proxy form and assigns his/her vote to a representative from his/her department. .
