Planning and Budget CPB Winter Quarter Report

The Committee on Planning and Budget, an Academic Senate committee, tackled two major issues during the Winter quarter. The issue of most immediate impact for grad students is the proposed technology fee. This new fee is proposed to be levied on students in per hour manner. The fee is projected to be around $250 when fully implemented for those students taking the maximum number of credit hours. The proposed fee will used to update the technology infrastructure in the lecture halls around campus as well as improvements to the campus wireless system. While graduate students are not currently being asked to pay the proposed fee, grad students will be included in the coming years.

Option One: HDH (Housing, Dining & Hospitality) Catering Exclusivity
HDH shall be the exclusive food provider and/or caterer within the Price Center West Ballroom, East Ballroom, and Auditorium.
Should a student organization wish to use a 3rd party caterer/food provider within the Price Center West Ballroom, East Ballroom, and/or Auditorium they must obtain prior written authorization and approval from HDH.
Once another caterer/food provider has been granted an exception by HDH, UCTR shall ensure that the outside caterer/food provider:
follows food health and safety regulations set by the state of California
possesses a county health rating of “A”

I. Introduction
Student use of IT resources continues to evolve and increase at a rapid pace. A 2009
ECAR study of 39 universities found that over 88% of undergraduate students own
laptops (desktop ownership decreased to just 44%), with more than half owning an
Internet-enabled handheld device (and an additional 11.8% planning to buy such a
device in the ensuing 12 months). Almost three-quarters of students using a handheld

SGA policy clarification:

With the new policy, everyone in SGA was offered an extra year after their original term contract expired. Krishna believes that this is unfair for the students who arrived in 2008 because they were likely told that they would be able to live in SGA indefinitely. How will this affect vacancy in SGA? Rebecca answered that we can discuss giving spots to outgoing residents based on wait list date.

GSA Transportation Referendum Forming Committee Report from the Special Committee to Review the Proposed Transportation Fee Referendum

Please find attached the final report from the Special Committee re: the Transportation Referendum (40 pages of content).  I have also attached, in doc form, the referendum and resolution documents.

To summarize, the Committee recommends Council to disapprove of the Referendum, and instead recommends an approval of the attached resolution.

7 members of the committee (including GSA reps) met on Dec 3rd. The following are questions formulated by the committee to be answered by Brian d'Autremont, the Transportation Services Director- we are asking these questions to be answered by Dec. 14th.

1. For the construction of the Hillcrest parking structure, will there be any funding provided by the hospital?

2. What revenue does the current parking structure bring to Transportation Services?

3. Will the retrofitted/rebuilt parking structure provide Transportation Services any additional revenue?

Hi all, 
 
Here is what we learned from our trip last night to the Karaoke places -- anyone who went, please feel free to chime in if you want to add or clarify something.
 
- rooms ranged in sizes, the smallest accommodating 4(?) people, the biggest accommodating 30.  This made us think that perhaps if there are two rooms they should be differently sized (perhaps one good for 6 people and one good for ~14?)
 
- the ones that would accommodate 18 or so people were perhaps 22x16 feet.  the ones accommodating 8 or so (?) were 10x10

Because we were able to reach agreement regarding corrective actions to be taken in response to
the audit recommendations, a formal response to the report is not requested.
UC wide policy requires that all draft audit reports, both printed (copied on tan paper for ease of

with anything you'd like to add)

- perhaps ask about relevancy of existing services and programs

- perhaps ask about why people go to Univ Ctrs

- perhaps ask about what would improve PC or SC, would you like to
have more of at PC or SC?

I'd like to stress that, hopefully, this survey should probably _not_
be for "directly" helping UCAB and UCEN deliver relevant programs.
Other methods, such as those currently employed, can get this
information (focus groups, longer surveys, etc.).  In a sense this

The primary new piece of info offered here is a breakdown of revenue. Curiously they claim revenue from shuttles, none of which collect fairs if I'm correct... Possibly this is from specific shuttle reservations (eg GSA pays extra for a late Hillcrest shuttle for our quarterly festivals).

GSA Transportation Referendum Forming Committee Green Transit Initiative NOT originated from student groups

You may have seen advertisement of the 'green transit initiative' around campus recently, possibly distributed by the department of Transportation and Parking Services. Please let us make clear that this website is not endorsed by the Graduate Student Association, or the Associated Students, nor did it originate from students.

The relevant referendum forming committee will draft terms agreed upon by students, and only after approval by the GSA and AS councils will such a referendum come to a general student body vote, consistent with our constitution.

We initially discussed and approved plans for the new GSA lounge furniture (layout and invoice attached) on the 1st floor of the Old Student Center. We later requested a lounge master key from Paul.

Paul also, as requested, brought us a summary budget for UCAB for 2009-2010 (attached). We asked for a breakdown of the utilities as water/gas/electrical. Paul mentioned the first UCAB meeting date of the year: Monday Oct 5th at 2pm in a TBA location.

Associated Residential and Community Housing Advisory Committee (ARCHAC) Housing Community Budget Presentations

We obtained the attached material from Jana Severson late summer 2009. It was originally distributed 3/18/09.

Notable items are:

  • the $2.08M utilities bill for the year (a water/gas/electric breakdown would be handy),
  • $50k for cable TV (of which residents receive NONE),
  • a curious 'NGN (Next Generation Network) Data Assesment' of $86k,
  • $161k for Buses (presumably campus buses which are supposed to be independently operated/not paid by housing),
  • $20k for TritonPlus (what does that have to do with housing?),
  • a 'General Admin Recharge (what exactly are they recharging?) of $170k.

The last page reports rental rates paid by students in the various housing areas.
